By an Act of Uttarakhand Legislative Assembly on 31st October 2005 (Act no.23 of 2005) The Uttarakhand Open University was founded with a view to democratize education so that it covers large segments of population, vocations and professions. UOU (Uttarakhand Open University) is the only Open University in the state of Uttarakhand for imparting learning exclusively via the system of Distance Education. The primary emphasis is on flexibility, innovation and cost-effectiveness. It aims at the circulation of learning and acquiring knowledge via distance education mode including the use of any communication technology to provide opportunities for higher education.

The UOU (Uttarakhand Open University) is recognized by the Distance Education Council, the regulatory apex body of ODL in India from which we received grants for imparting education via Distance Education. The medium of instruction of B.Com, B.A and BTS Programme is English and Hindi. The students can complete the Bachelor’s Degree Programme in a minimum period of 3 years and a maximum period of 6 years. To complete the Bachelor’s Degree Programme, the candidates have to pass all the Elective courses,  Foundation Courses which are offered by the University.
